  403(b)wise is brought to you by Dan Otter and John Moore. As educators, we saw too many colleagues either fail to take advantage of the 403(b) or just as bad, make poor investment choices. In our pursuit to educate ourselves on the 403(b), we discovered that there were few solid, unbiased information sources available. As a result of this experience, we set out to create a 403(b) information center that would benefit our colleagues as well as the more than 6 million 403(b) participants nationwide.
 
Our goal is to provide valuable information and education so that participants can make informed investment decisions whether that means directing their own 403(b) investments, or using the services of an agent or advisor. Jane Bryant Quinn "highly recommends" 403(b)wise while Money Magazine calls it "The leading source for news and information on the 403(b) retirement plan" for teachers and non-profit workers. About.com calls 403(b)wise a "Best of the Net."
 
The 403(b) is an extraordinary tax deferred investment plan. Unfortunately, it's a severely under utilized and much misunderstood retirement vehicle. According to the Spectrem Group only 51 percent of the 12 million eligible participants contribute. Worse, only 2 in 5 public school teachers contribute. It is our hope that 403(b)wise can play a role not only increasing the understanding of and participation in the 403(b), but improving the plan itself. To this end we have developed a 403(b)ill of Rights.
